As regards the HIV/AIDS problem, the Committee plays mainly an advisory role. Main responsibility for establishing programmes to deal with HIV/AIDS is held by the government (especially by the Ministry of Health and Social Welfare). However, such programmes initiated by the government are often discussed during the sittings of the Health Committee. As a result, the Committee is empowered to oversee, to a certain extent, government policy on HIV/AIDS. According to the Committee's work plan for 2007, it intends to discuss the programme of HIV/AIDS prevention. |
| Membership |
The composition of the Committee is determined by the Sejm through a resolution on the motion of the Presidium of the Sejm, after having obtained the opinion of the Council of Elders. As a result, the composition of the committees reflects the political structure of the chamber. Currently, there are 37 members on the Health Committee. The deputies are not selected for the exact term - they may resign in any moment and be replaced by other deputies. Since the beginning of this term, the membership of the Committee has changed 13 times. |
| Working methods |
The Committee Bureau is responsible for drawing up the schedule of the Committee's activities, setting times and orders of the day for sittings; supervising the preparation of sittings, and ensuring a timely distribution of prepared materials to members of the Committee. On average, sittings take place between three and five times a month. Representatives of professional and social organizations as well as Committee experts may participate in the sitting of the Committee upon invitation of the Bureau or the Committee Chairperson. Committee sittings may also, with consent of the Chairperson, be open to employees of the offices of Deputies' clubs and to the press, radio and television journalists. However, the Committee may decide to hold a close session, specifying those persons whose participation is indispensable. At the request of the Committee Bureau, ministers, heads of supreme organs of the State administration and heads of other State offices and institutions, are obliged to submit reports and provide information, and to participate in sessions of the Committee, where the matters relating to the scope of their activity are discussed. The Committee also has the power to organize public hearings related to the bill under consideration by the Committee.
In addition to its legislative functions, the Committee has the power to resolve upon desiderata, opinions, reports and drafts of Sejm resolutions, mandatory resolutions, appeals, statements or declarations. Committee resolutions are passed by a majority vote in the presence of at least one third of the total number of Committee members, unless the Standing Orders state otherwise. The only documents that the Committee issues are minutes and bulletins. The minutes include a detailed record of the proceedings, while the bulletin represents an unofficial digest of committee proceedings mainly for use by the press, radio and television.

| Relations with other parliamentary bodies |
Committees may hold joint sessions, which are presided over by one of the chairpersons. Committees may also appoint subcommittees from among their members, determining their composition and scope of activity. Appointment of a standing subcommittee requires consent by the Bureau of the Sejm. |
| Relations with external bodies |
The Committee may oblige the ministers, heads of supreme organs of the State administration and heads of other State offices and institutions to submit reports and provide information, and to participate in sessions of the Committee. The Committee can also issue a desideratum containing its suggestions relevant to certain matters, which may be addressed to the Council of Ministers or its individual members, to the President of the Supreme Chamber of Control, to the President of the National Bank of Poland, to the Attorney General and to the Chief Labour Inspector. |
